This is a specialist training course leading to a Level 7 CMI Certificate in Management and Leadership. Upon completion of this week-long course and subsequent written tasks, the successful candidate will be awarded a Level 7 CMI certificate in Management & Leadership showing the CMI units achieved. In addition, the successful candidate will receive a transcript from the International Centre for Parliamentary Studies certifying the specialisation in Strategic Water Planning.

This week-long course will provide participants with an insight into issues of securing and planning water supply systems. The programme has been designed to provide the necessary in-depth examination of the key planning, organisational and supply issues required for producing and implementing effective plans. Participants will end this course equipped to tackle the ongoing nature of strategic planning and the process of self-examination, the confrontation of difficult choices and the establishment of priorities it encompasses. Through discussions with some of the leading thinkers and professionals involved in water planning, participants will acquire an understanding of key issues including regulation, governance and sustainability, all vital to strategic planning in the water sector.

Strategic planning in the water sector promotes better coordination at local and national levels, relieves capacity constraints around the planning and implementation of programmes, and allows for proper acknowledgement of the future challenges of increased water stress. Establishing effective mechanisms to monitor and evaluate progress towards unambiguous and agreed goals is vital for securing the necessary resources to promote development and good governance in the water sector. Coherent strategic plans are therefore integral to the successful coordination of financing systems, donor assistance, and international and national programmes to improve water supply.

Clear and focused sector planning encourages investment in states, whether through official development assistance, foreign direct investment, or other forms of financing. By uniting several management aspects, such as planning public policies, elaboration of the budget, setting priorities and organisational planning, in a single framework, Strategic Planning provides a clear image of the policies, commitments and measures that will be promoted, thus helping secure the limited financial resources currently available, and incentivising donors and investors to consider water as a viable project.

The Millennium Development Goal Target is to halve the proportion of the population without sustainable access to safe drinking water and basic sanitation by 2015. Although this target is projected to be met, there are still fundamental problems facing the long-term expansion and securitisation of water supply, which is mainly as a result of a failure to plan with sufficient clarity or coherence.

This is a one week course which takes place in London, although we are also able to organise the course in your own country if this is your preference. It is internationally recognised and gives you highly sought after transferable CATS points.
